The circulation and misuse of mobile phones within correctional facilities remain one of the most pressing challenges in maintaining security, order, and institutional integrity in Indonesia’s correctional system. The Narcotics Correctional Facility Class IIA Jakarta, as a technical implementing unit responsible for inmates convicted of narcotics-related offenses, faces a high level of vulnerability to the illegal entry and use of mobile phones, either through inmates or unscrupulous officers. This situation creates opportunities for illicit communication, fraud, and even the continuation of narcotics networks operating from within the facility. Conventional monitoring mechanisms have proven insufficient due to limited recording procedures and the absence of an integrated digital oversight system. As part of the Community Service Program (KKN), the author developed an innovation called TEGAS (Technology for Gadget Monitoring in Prisons). This application is designed to enhance the supervision of mobile phones carried by officers when entering sterile zones through a barcode-scanning system attached to each device. The scanned data is automatically recorded in a database containing information such as the officer’s name, position, phone type, and device color. The implementation of this system aims to establish more accurate, transparent, and measurable monitoring while restricting the use of communication devices in high-risk areas. The TEGAS application is expected to strengthen internal security, improve officer discipline, and support digital transformation efforts aligned with the 13 Acceleration Programs of the Minister of Immigration and Corrections and the directives of the Director General of Corrections regarding the eradication of illegal mobile phones, narcotics trafficking, extortion, and fraud within correctional institutions. In the long term, this system is envisioned to serve as a modern supervision model that can be adopted by other correctional facilities across Indonesia, promoting a more professional, accountable, and violation-free correctional environment.
