Abstract

Civic values play a strategic role in ensuring the safe, high-quality, and effective regulation and use of medicines in Indonesia. Issues such as counterfeit drugs, misuse of medicines, irrational drug use, and unequal access to essential medicines indicate that pharmaceutical challenges are not merely technical, but are closely linked to citizens’ moral and social responsibilities. This paper aims to analyze the implementation of civic values such as responsibility, solidarity, justice, discipline, critical thinking, and public participation in the supervision and use of medicines in Indonesia. The study employs a literature review method by examining scientific publications, government policies, and regulatory frameworks related to drug control. The discussion shows that integrating civic values strengthens the role of the government and the National Agency of Drug and Food Control (BPOM) in drug supervision, enhances public participation in monitoring and reporting, and promotes rational drug use. Programs such as the Smart Use of Medicines Movement (GeMa CerMat), the National Health Insurance (JKN), and the National Essential Medicines List (DOEN) represent concrete applications of civic values in the health sector. Therefore, the implementation of civic values is a fundamental pillar in building a safe, equitable, and people-centered national health system.
