This study discusses the drug and cosmetic distribution monitoring system from a public health law perspective, focusing on BPOM policies and the government as the regulatory enforcer. The study uses a normative juridical method through analysis of laws and regulations governing drug safety, pharmacist professional responsibility, and administrative monitoring mechanisms. Pharmacists are positioned as gatekeepers of legal drug distribution who play a role in education, detection, and reporting of violations. The analysis was conducted on monitoring mechanisms covering the pre-circulation and post-circulation stages based on the provisions of Law Number 36 of 2009 concerning Health and Law Number 8 of 1999 concerning Consumer Protection. The results show that effective supervision requires institutional collaboration based on professional responsibility and legal ethics in ensuring public safety.
