IMPLEMENTASI PERDA NO 17 TAHUN 2003 TENTANG PENATAAN DAN PEMBERDAYAAN PEDAGANG KAKI LIMA (PKL) KOTA SURABAYA

This study analyzes the implementation of Surabaya City Regulation No. 17 of 2003 concerning the Management and Empowerment of Street Vendors (PKL) using the Van Meter and Van Horn policy implementation model. The research focuses on six key variables: policy standards and objectives, resources, inter-organizational communication, implementing agency characteristics, social–economic–political conditions, and implementer disposition. A descriptive qualitative method was employed through interviews, field observations, and documentation. The results show that the policy implementation has not been effective due to imbalanced policy goals, limited resources, inconsistent communication, fragmented institutional structures, socio-economic constraints of street vendors, and varying implementer dispositions. The study concludes that the regulation functions more as a control mechanism rather than an empowerment policy.
