Abstract

The Tanah Bumbu Regency Land Administration Office has been function to organise land administration, one of which was the Complete Systematic Land Registration based on Community Participation (PTSL-PM) in the year 2022 in the Tanah Bumbu Regency which was carried out multi-year (from 2022 to 2023) which was inseparable from the obstacles that arose in the process. Thus, it has been necessary to conduct empirical research to found out how the implementation and obstacles that arose in PTSL-PM in the year 2022 in the Tanah Bumbu Regency. This research was conducted by applying a qualitative evaluation method that was described descriptively and identified through the Edwards III and Van Meter and Van Horn policy implementation theories. The results showed that the collaboration between the Tanah Bumbu Regency Land administration Office and the third measurement party, namely KSO KJSB Hermawan and the Puldatan Team, had been maximised with the final achievements in accordance with the work contract, namely: PBT K3.3 of 9,867 fields and PBT K4 of 133 fields. However, obstacles occurred in the collection of juridical data which was only 8,226 fields. The implementation of PTSL-PM in the year 2022 in the Tanah Bumbu Regency has been quite good with the fulfilment of four out of five aspects of Edward III and Van Meter and Van Horn implementation theories, namely: resource aspect, disposition aspect, bureaucratic structure aspect, and communication aspect. And the aspects has not been fulfilled were the suprasocial aspects and the policy environment. This was due to cultural and language differences between the third-party measuring team and the community of the Tanah Bumbu Regency and the lack of human resource competence of the measuring team. Another obstacle was that the puldatan has not been able to answer people's doubts about PTSL-PM in the year 2022 in the Tanah Bumbu related to political issues, BPHTB issues, and conflicts over land disputes between migrants and indigenous/local communities also information was not evenly distributed to the community, especially to landowners who were domiciled outside the village.
