EVALUASI PROGRAM TEMPAT PENGOLAHAN SAMPAH (TPS) 3R DI KECAMATAN BANJARMASIN UTARA

Abstract

The Waste Processing Facility (TPS) 3R program constitutes a public policy instrument aimed at shifting waste management practices from a collect–transport–dispose approach toward source-based waste reduction. This study aims to evaluate the implementation of the TPS 3R policy in North Banjarmasin District by applying William N. Dunn’s policy evaluation framework, particularly focusing on policy effectiveness, adequacy, and responsiveness, as well as identifying factors that hinder policy implementation. A descriptive qualitative approach was employed through field observations, in-depth interviews, and document analysis. The findings reveal a significant gap between policy design and implementation practices, as indicated by the failure to optimally achieve waste reduction targets and the incomplete execution of the 3R process. Although the TPS 3R program is supported by an adequate regulatory framework, the effectiveness and adequacy of its implementation remain constrained by weak policy communication, limited resources, low disposition among implementers and community participation, as well as suboptimal bureaucratic structures and operational systems. These findings demonstrate that the success of the TPS 3R policy is not solely determined by its normative framework, but largely depends on implementation capacity. Therefore, this study recommends that the Banjarmasin City Government strengthen policy implementation capacity by improving institutional arrangements, resource allocation, and coordination mechanisms to ensure the sustainable implementation of the TPS 3R program.
