Digital gambling has emerged as a contemporary form of social pathology driven by rapid technological advancement and shifting patterns of human interaction in digital spaces. The widespread accessibility, anonymity, and aggressive promotion through social media have accelerated its proliferation, producing multidimensional impacts ranging from addiction and economic vulnerability to family disintegration and broader social instability. Although Indonesia has established a normative legal framework through the new Criminal Code, the Electronic Information and Transactions Law, and related regulations, the effectiveness of law enforcement remains limited. This is due to the transnational nature of digital gambling platforms, the use of concealment technologies, and the complexity of tracing digital financial transactions. This study employs a normative juridical approach supported by sociological analysis to examine the legal policies governing digital gambling, the social factors that shape it as a pathology, and the principal challenges in enforcement. The findings reveal a substantial gap between the dynamics of digital crime and the regulatory as well as institutional capacity of the state. Thus, effective mitigation requires an integrated strategy combining punitive and preventive measures through regulatory reform, technological strengthening of law enforcement, enhanced international cooperation, and improved digital literacy among the public.
