This study analyzes the role of the Non-Governmental Organization (NGO) DPD Gempita OKU Raya as part of civil society in promoting the progress of local government in Ogan Komering Ulu (OKU) Regency. As a non-state actor, NGOs play an important role in strengthening governance through advocacy, social control, community empowerment, and partnerships with local governments. This study uses a qualitative approach with descriptive-analytical methods through data collection in the form of interviews, observations, and document reviews. The results show that the NGO DPD Gempita OKU Raya contributes to increasing transparency and accountability of local government through public policy monitoring activities, community assistance, and advocacy on local development issues. In addition, DPD Gempita OKU Raya plays a role as a channel for community aspirations in the policy formulation process, as well as a driver of public participation in village and regional development. However, this study also found several obstacles, such as limited organizational capacity, lack of synergy between NGOs and the government, and minimal participatory literacy at the community level. Overall, this study confirms that the role of NGOs as civil society organizations has a strategic contribution to strengthening participatory, responsive, and sustainable regional governance in OKU Regency.
