Penelitian ini mengkaji strategi implementasi kebijakan pemekaran wilayah di Indonesia dalam perspektif hukum tata negara, dengan fokus pada Provinsi Kepulauan Riau sebagai studi kasus. Pemekaran wilayah dipandang sebagai upaya untuk meningkatkan tata kelola, mempercepat pembangunan, dan memperluas pelayanan publik di daerah dengan karakteristik geografis dan sosial ekonomi yang unik. Namun, proses ini melibatkan pertimbangan hukum, administratif, dan politik yang kompleks. Penelitian ini mengeksplorasi tantangan dan peluang pemekaran wilayah, termasuk isu kepatuhan hukum, kapasitas fiskal, dan kesiapan kelembagaan. Dengan pendekatan yuridis normatif dan analisis kualitatif, penelitian ini menilai penerapan prinsip konstitusional seperti desentralisasi, otonomi daerah, dan pemerataan. Hasil penelitian menunjukkan bahwa meskipun pemekaran wilayah berpotensi meningkatkan pembangunan lokal dan mengurangi kesenjangan, terdapat risiko terkait tumpang tindih regulasi, alokasi sumber daya, dan fragmentasi tata kelola. Oleh karena itu, perencanaan strategis dan kerangka hukum yang kuat diperlukan agar pemekaran wilayah selaras dengan amanat konstitusi dan mendukung pembangunan berkelanjutan.
