Community Research (Penelitian Kemasyarakatan or Litmas) is a crucial instrument within the correctional system that functions to guarantee the fulfillment of clients' rights and provide a scientific basis for legal policy-making. This study aims to examine the strategic role of the Correctional Center (Balai Pemasyarakatan) through Community Officers in the criminal justice process, ranging from the pre-adjudication stage to the rehabilitation phase in Correctional Institutions. The method employed is a qualitative approach with a descriptive analysis of regulations and the implementation of Litmas functions in the field.​The results of the study indicate that the implementation of Litmas since the investigation (pre-adjudication) stage is vital for objectively identifying the socio-psychological background of the client to ensure legal handling aligned with restorative justice principles. Furthermore, the recommendations generated in the Litmas report have a significant influence as a roadmap in determining specific and personalized rehabilitation programs within Correctional Institutions. The accuracy of these recommendations serves not only as an administrative prerequisite for proposing reintegration rights, such as Parole, but also plays a vital role in reducing recidivism rates through targeted interventions. In conclusion, Litmas is the essence of the modern correctional system, shifting the paradigm of punishment toward social welfare recovery.
