Abstract

The concept of a state based on the rule of law in Indonesia is based on the principle that all government and citizen activities must comply with the law to ensure justice, legal certainty, and the protection of human rights. By theoretically examining the tradition of the State of Law (Rechtsstaat), and the development of the Pancasila State under Law, it is clear that the Indonesian legal system prioritizes the values of humanity, morality, and social justice as its primary direction. Although the constitutional framework affirms the supremacy of law, its implementation still faces significant challenges, such as unequal legal treatment, interference by political interests, low integrity of law enforcement officers, and low public legal awareness. This creates a gap between the ideals of a state based on the rule of law and everyday reality. To strengthen the state based on the rule of law, it is necessary to increase the professionalism of the apparatus, ensure transparent institutional oversight, implement restorative justice, and continue to build a legal culture. Ultimately, the success of law enforcement depends on a shared commitment between the government and the public to apply the law consistently, fairly, and with integrity.
