Islamic Religious Education (PAI) in senior high schools plays an important role in shaping students’ religious and moral character. However, in practice, there are still many problems that hinder the effectiveness of learning. The background of this research is based on the phenomenon of students’ low interest in PAI subjects, limited learning time allocation, and variations in teachers’ competence in managing classrooms and applying innovative methods. This study aims to identify the problems faced in PAI learning at senior high schools, analyze their causes, and provide alternative solutions that can be applied. The research method used is a qualitative approach with a case study design. Data were collected through classroom observations, interviews with PAI teachers and students, as well as reviewing several related articles on the issue. Data analysis was carried out through data reduction, data presentation, and conclusion drawing. The results show that the main problems in PAI learning at senior high schools include: (1) low student motivation, particularly in the areas of Qur’an recitation and worship practices; (2) limited instructional time, which prevents PAI material from being delivered in depth; (3) lack of teacher innovation in choosing learning methods and media, making lessons feel monotonous; and (4) the influence of peer environment and digital media, which often contradict the values of PAI. The study concludes that the effectiveness of PAI learning in senior high schools is strongly influenced by student motivation, teachers’ pedagogical competence, and the support of the school environment. Therefore, strategic efforts are needed, such as improving teacher competence through training, strengthening religious practices within the school environment, and integrating learning technologies that are aligned with the characteristics of senior high school students.
