IMPLEMENTASI KEBIJAKAN PROGRAM P4GN SEBAGAI STRATEGI PEMERINTAH KOTA SURABAYA DALAM MENEKAN KASUS NARKOBA

This study examines the implementation of the Program for the Prevention and Eradication of Drug Abuse and Illicit Trafficking (P4GN) in Surabaya. The purpose of the research is to understand how the program is carried out and to identify the factors that support or hinder its success. The study employs a descriptive qualitative approach and focuses on Richard Matland’s policy implementation model, which emphasizes two main dimensions: the level of conflict and the level of ambiguity within a policy. This model helps explain how the implementation process can be influenced by differing interests among actors, the clarity of policy objectives, and coordination dynamics in the field.
Although the number of drug users in Surabaya has decreased, various challenges still arise, such as limited resources. The P4GN program involves multiple stakeholders and applies various strategies. To enhance the effectiveness of the program’s implementation, it is necessary to strengthen outreach efforts, improve inter-agency coordination, develop adequate resources, and increase community involvement.
The study concludes that although the P4GN program has achieved several accomplishments, continuous efforts and improvements in implementation are still needed to optimally achieve the goal of eradicating drug abuse and illicit drug trafficking in Surabaya.
