The Kanjuruhan tragedy on October 1, 2022, resulted in 135 deaths and 330 injuries. The incident was the police's use of tear gas, which caused panic among spectators at the Kanjuruhan Stadium in Malang. This raised questions among the public, as FIFA regulations prohibit the use of tear gas to control crowd disturbances in football matches. On the other hand, the Indonesian National Police (Polri) has its own guidelines for crowd control. This article will discuss these differences in procedures, hoping to provide a clearer picture of whether the police's actions in releasing tear gas constitute an abuse of authority or are legitimate and legal, from a legal perspective.
