Abstract

Digital transformation in human resource management (HRM) has become a strategic step for State-Owned Enterprises (SOEs) to enhance organizational effectiveness in the era of technological disruption. This study aims to analyze the implementation of digital-based HRM transformation in SOEs and to identify its impact on organizational effectiveness, including aspects of productivity, work efficiency, employee engagement, and service quality. The research method used is qualitative descriptive, with data collection techniques through in-depth interviews, observations, and documentation studies of SOE work units that have implemented digital systems in HR management. The results of the study indicate that the implementation of e-HRM systems, HR analytics, and online training platforms has had a positive impact on organizational effectiveness. The digitalization of human resources has been proven to accelerate administrative processes, improve the quality of data-driven decision-making, and strengthen employee engagement. However, the effectiveness of digital transformation is still influenced by the readiness of technological infrastructure, an adaptive organizational culture, top management support, and the level of employees' digital competence. In conclusion, digital-based HR management transformation in state-owned enterprises significantly contributes to improving organizational effectiveness, provided it is accompanied by strategies to strengthen human competencies, an innovative culture, and targeted digital policies. This study provides practical implications for state-owned enterprises in designing a sustainable HR transformation model that is adaptive to technological changes.
