PENGEMBANGAN SIMRS RUMAH SAKIT UMUM DAERAH PROVINSI NUSA TENGGARA BARAT UNTUK MENINGKATKAN CAPAIAN INDIKATOR KINERJA UTAMA (IKU) DIREKTUR RSUD PROVINSI NTB

Abstract

The development of the Hospital Management Information System (SIMRS) at the West Nusa Tenggara Provincial General Hospital faces complex challenges that impact the achievement of the Director's Key Performance Indicators (IKU). This study aims to analyze policy alternatives for SIMRS development and recommend the most effective strategy to improve IKU achievement. The research method uses Bardach's (2012) policy analysis approach through eight systematic steps, with evaluation based on economic, social, political, and technical feasibility criteria. The results identify four policy alternatives: digital roadmap preparation, strengthening IT human resources and digital literacy, improving digital infrastructure and budgeting, and establishment of a SIMRS management unit. Based on comprehensive evaluation, the preparation and implementation of the West Nusa Tenggara Provincial General Hospital Digital Roadmap achieved the highest score (18) and became the main recommendation. This policy is considered the most comprehensive as it covers aspects of human resource strengthening, infrastructure improvement, digital data governance, and aligns with the national Health Digital Transformation Strategy (HDTS). The implementation of these recommendations is expected to build a strong foundation for digital transformation, accelerate system integration, and boost the achievement of the Director's Key Performance Indicators at the West Nusa Tenggara Provincial General Hospital.
