The Indonesia Smart College Card (KIPK) program helps students from low-income families continue their education. However, its implementation still suffers from inaccurate targeting. The purpose of this study was to determine how the KIPK is distributed at UNIMED and whether students who need it are actually accepted. The study used a qualitative descriptive approach, collecting data through observation, documentation, and interviews. The results showed that the selection process remains focused on income documents without examining assets, living conditions, or field verification. As a result, students who are truly unable to afford it still receive the KIPK, while those who are truly unable to do so are excluded. Parental income alone can be used to determine differences in students' financial circumstances; more should be done. Overall, this study suggests that the KIPK selection system needs to be improved to be more targeted and objective.
