Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in enhancing the national economy as well as improving the quality of local human resources (HR). The development of MSME HR requires not only mastery of technical and managerial skills but also psychosocial skills such as motivation, decision-making, and business adaptability. This research aims to examine the role and contribution of Guidance and Counseling (GC) counselors in the development of MSME HR in Baubau City. The study uses a qualitative approach with a descriptive-analytical design to understand the experiences and practices of GC services among MSME actors. The findings indicate that GC counselors contribute significantly to increasing the self-confidence, work motivation, mental resilience, and business decision-making abilities of MSME actors. However, counseling services have not been systematically integrated into MSME development programs. This study concludes that integrating GC services into MSME HR development has the potential to holistically enhance business sustainability and competitiveness.
