This research aims to analyze technology-based organizational management strategies for enhancing member participation in Indonesia through a Systematic Literature Review (SLR). The SLR approach was conducted objectively and transparently on 14 key relevant studies published between 2020 and 2025. The results identify that ICT strategies are clustered into Digitalization of Services (Student Information Systems, E-Voting) and Interactive/Analytical Platforms. ICT is proven to function as an Instrumental Mechanism that significantly improves the efficiency and accessibility of contributions (voting/transactions), thereby directly increasing quantitative participation. Furthermore, ICT serves as a Cultural Mechanism by promoting transparency, building trust, and supporting employee-centered participatory design. The success of these strategies is highly mediated by the role of Digital Leadership and adequate member Digital Competence. The conclusion asserts that increased participation is achieved through a holistic strategy that addresses human-centered challenges such as time constraints, the digital divide, and the need for Inclusive Digital Literacy, thereby ensuring empowerment and the sustainability of participation.
