Abstract
This study explores the interrelation between Islamic jurisprudence (fiqh), public policy, and digital transformation in the export of halal products in Indonesia. Amid the rapid flow of globalization and digitalization, halal certification is not merely an administrative requirement but also a moral and spiritual responsibility of producers toward Muslim consumers. Using a library research approach, this study reviews relevant literature, academic journals, and regulations, including Law No. 33 of 2014 on Halal Product Assurance (UU JPH) and policies of the Halal Product Assurance Agency (BPJPH). The findings indicate that digitalization through the SIHALAL system and the halal traceability concept has strengthened key fiqh principles such as clarity (bayyinah) and transparency, yet it also presents challenges particularly for MSMEs with limited digital literacy and resources. The study concludes that synergy between Islamic legal values, public policy, and technological innovation is essential to ensure that Indonesia’s halal certification system not only meets legal standards but also embodies the maqāṣid al-syarī‘ah (objectives of Islamic law) in the modern economic context.
