Abstract

ABSTRACT

Digital transformation in the public sector is a central pillar of Indonesia’s e-government agenda, particularly in efforts to enhance the effectiveness, efficiency, and accessibility of public services. BPJS Kesehatan serves as one of the key institutions advancing this agenda through the digitalization of its services, including the Mobile JKN application, the i-Care system, and various online administrative processes. These digital innovations are designed to facilitate public access to healthcare services, reduce service delays, and strengthen institutional transparency and accountability. Despite these advancements, several challenges persist, such as disparities in digital literacy, uneven network infrastructure, and varying levels of organizational readiness. This study examines the effectiveness of BPJS Kesehatan’s digitalization initiatives within the broader framework of Indonesia’s e-government transformation, with a particular focus on the enabling and constraining factors that influence their implementation.
