Abstract
The implementation of the Digital Population Identity (Identitas Kependudukan Digital/IKD) constitutes an integral part of information technology based public service transformation aimed at improving efficiency, accessibility, and the quality of population administration services. However, the success of IKD implementation is determined not only by technological readiness but also by the level of digital literacy and the character of service users. This study aims to analyze the role of ICT literacy in shaping community character as well as the social and economic impacts of IKD implementation. The research employs a case study method with a descriptive qualitative approach, utilizing document analysis, observation, and a review of relevant secondary data. The findings indicate that IKD implementation requires multidimensional ICT literacy, encompassing operational literacy, procedural literacy, security and privacy awareness, and digital problem-solving skills. Such digital literacy contributes to the development of digital citizenship characteristics, including responsibility, prudence, and ethical awareness in managing personal data. In addition, IKD implementation generates social impacts in the form of improved access to public services and changes in administrative culture, as well as economic impacts through increased efficiency in time and cost, although challenges related to the digital divide and public trust remain. This study concludes that the success of IKD implementation depends heavily on the synergy between technology, digital literacy, character development, and institutional readiness. Therefore, strengthening digital literacy and implementing sustainable digital inclusion policies are key factors in supporting the effectiveness of IKD services.
