TRENDS AND CHALLENGES IN CURRICULUM DEVELOPMENT IN 21ST CENTURY: A SYSTEMATIC LITERATURE REVIEW

Abstract
Curriculum development in the 21st century is increasingly influenced by rapid technological change, globalization, and the growing demand for higher-order thinking skills. Education systems are required not only to transmit knowledge but also to cultivate critical thinking, creativity, collaboration, communication, digital literacy, and strong character in learners. This study aims to systematically map the main trends and challenges in 21st-century curriculum development by conducting a Systematic Literature Review (SLR) of fifteen journal articles published between 2021 and 2025 in the fields of curriculum studies, educational management, and digital education. The review process followed PRISMA stages, including identification, screening, eligibility checking, and thematic synthesis of findings. The results show four dominant trends: (1) the integration of information and communication technology (ICT), e-learning, and learning management systems into curriculum design; (2) the shift toward competency-based and project-based learning that emphasizes 21st-century skills; (3) the development of flexible and inclusive curriculum frameworks such as Indonesia’s Merdeka Curriculum; and (4) the strengthening of strategic curriculum management and continuous evaluation at institutional level. At the same time, the review identifies several persistent challenges, including limited teacher readiness and digital competence, inequality of infrastructure and access between regions, rigid policy and assessment systems that constrain innovation, and resistance to pedagogical and organizational change. The study concludes that future curriculum development must be holistic and adaptive, combining technological innovation with humanistic, inclusive, and value-based education to produce learners who are not only academically competent but also ethical and resilient global citizens.
